Originated in the early 1990's by the New York City Police Department, "Comstat" was designed to be a management tool. It is used to decentralize authority, responsibility, and accountability to middle managers at local precincts and operational units. Since its inception, "Comstat" has developed into the pre-eminent method of reporting and answering for increases in reported crimes in a timely and methodical manner. In the past, police departments would either be unaware of their spikes in certain index crimes, or they would not become aware of the increase until some time later, therefore, not being able to address the problem in a timely manner. Used correctly, a weekly comstat meeting will control crime, increase officers awareness of crimes occurring, and improve overall departmental performance.

    By utilizing a "Comstat" type approach, departments nationwide are now able to track their crime statistics and respond to trends in a timely and comprehensive manner.
